My name is Carmen Carley and I am an Advocate for Special Education. I represent families throughout Southern California, from Malibu to Laguna. I help parents navigate through the world of Special Education in order to obtain or optimize an appropriate program and services for their child. I help by pursuing funding for the appropriate services for special needs children.
I became a special education advocate in 2002, after having gone through a major struggle with both my son’s School District and Regional Center after they denied him appropriate services. With the help of an attorney, my family went through a court case that lasted 6 days. We won the case and did obtain appropriate services for our son, however, if I would have known at the beginning of this process what I know now, I feel some or all litigation could have been prevented, saving us lots of time, stress and money.
I began to educate myself on Special Education advocacy through books, seminars, workshops, conferences, internet groups and attending numerous IEP and Regional Center meetings. From January through July of 2006, I attended and successfully completed the first Special Education Advocacy Training (SEAT) through the Council of Parent Attorneys and Advocates (COPAA) at the University of Southern California, followed by an internship in a Special Education Attorney’s office. In 2011 and 2013 I was invited to come to Washington DC by the National Council for Learning Disabilities and represent California students with learning disabilities by advocating for their needs with our leaders on Capital Hill.
